Under a parliamentary democracy governments are held accountable for their performance o a daily basis. The people elect a parliament to represent their interest and to maintain accountability for the governance of the country. Under a Presidential "rule by decree" system the peoples parliament maintains a reactive as opposed to pro-active role. With a presidential system there are few to none, checks and balances on the executive government. Safety in Numbers.

Like the budget any "action plan" is subject to review and amendment. in the end it is a stated goal of achievement that the electorate can take into consideration when deciding if to support or renew a governments mandate. Events and circumstances change and as such it would be foolish and impossible top legislative compliance with any given plan.
