Russia hits Kharkiv’s critical infrastructure, leading to power outages and water supply disruptions

Russian forces attacked a critical infrastructure target in the city of Kharkiv on the morning of 31 October; Kharkiv metro traffic has been suspended, and there were power outages and interruptions to the water supply.

Updated at 09:00: Oleh Syniehubov, Head of the Kharkiv Oblast Military Administration, said that Russian forces had carried out missile strikes on the Kharkiv and Chuhuiv districts around 08:00 on the morning of 31 October. Early reports indicate that the Russians launched S-300 missiles from the city of Belgorod (Russia). Critical infrastructure facilities in Kharkiv Oblast have been hit; Syniehubov said that this might lead to power outages. As of 08:31, there were no casualties. Relevant services have been dispatched to the sites of the attacks. The information is being updated. 

Kharkiv metro traffic has been suspended for technical reasons.

Updated at 11:02: Kharkiv Mayor Ihor Terekhov said that the situation in Kharkiv was difficult following Russia’s morning attacks. The Russians have hit a critical infrastructure facility, leaving Kharkiv metro and other electricity-powered public transport without power. 

As of 11:00, one of the metro lines has resumed its operation; electrical trolleybuses and trams have been replaced with a bus service. There are interruptions to the water supply, and municipal service workers are working to restore water supply to people’s homes as soon as possible.
