EU's chief diplomat: Russia's use of Oreshnik missiles is a political scare tactic

Details: Kallas stressed that Russia has "hit a dead-end" on the battlefield and is therefore terrorising Ukrainian civilians through deliberate attacks.
The EU foreign policy chief described the Russian strikes as "abhorrent acts of terror" aimed at killing as many civilians as possible.
Kallas also stressed that the use of the Oreshnik missile indicates that Russia has chosen a tactic of nuclear intimidation.
"Moscow reportedly using Oreshnik intermediate-range ballistic missiles – systems designed to carry nuclear warheads – is a political scare-tactic and reckless nuclear-brinkmanship," she tweeted.
Kallas announced that EU foreign ministers will discuss increasing pressure on Russia next week.
