Ukraine's Foreign Minister cancels visit to Brussels amid rumours of top officials coming to Kyiv
Dmytro Kuleba, Ukraine's Foreign Minister, did not go to the announced meeting with European foreign ministers in Brussels, which was to take place before the EU Council meeting.

Details: Kuleba's meeting with his European counterparts was officially announced in advance: it was scheduled before the official meeting of the EU Council, and afterwards the ministers were to meet for a working lunch with the Moldovan Foreign Minister. It was at this time on 20 February that Dmytro Kuleba was supposed to be in Brussels, and the next day he was scheduled to meet with the EU's top diplomat and NATO Secretary General for the first time in this trilateral format.
The news of Kuleba's change of plans coincided with a large-scale traffic restriction in Kyiv, sparking rumours of a top Western official visiting the city.
