Russia classifies data on real estate owners: this will interfere journalists' investigations

A new law on personal data has classified information about real estate owners in Russia that journalists previously used in their investigations.

Details:  It is reported that on 1 March 2023, the amendments to the law "On Personal Data" came into force in Russia, according to which the Federal Service for State Registration (Rosreestr) stopped publishing information about owners in extracts of the Unified State Register of Real Estate without their personal consent.

Spouses, cadastral engineers, notaries, law enforcement and judicial officers have the opportunity to obtain a full extract from the Rosreestr.

Any other third parties are now not able to receive this information without the real estate owner’s conformation statement.

Background:

  • On 28 February, Proеkt (Project)  journalists published an investigation into the offshore accounts of Russian dictator Vladimir Putin.
  • In particular, Vladimir Putin and Alina Kabaeva, gymnast and likely mother of his children, live together in a residence in Valdai using Putin's funds from the Cyprus offshore company Ermira Consultants; this company is a "common treasury" for Putin and his inner circle.
  • Kabayeva and her relatives own at least US$120 million in real estate, relying on Putin's figureheads.
