Zelenskyy signs law on selecting Constitutional Court judges

Ukrainian President Volodymyr Zelenskyy has said that he had signed a law changing the procedure for selecting Constitutional Court judges, which Ukraine had to do to meet the European Commission’s criteria for Ukraine’s path to EU membership.

Quote from Zelenskyy: "I have just signed one of the key laws that Ukraine needs to start negotiations with the European Union on our country’s accession. Negotiations will start this year. The law guarantees a transparent, professional, and fair selection of Constitutional Court judges. Our country is one step closer to joining the European Union."

Background:

  • On 9 June, ambassadors of the G7 states presented key recommendations to help Ukraine strengthen its anti-corruption institutions and reform the judiciary. Among other things, they suggested that Ukraine introduce legislation on transparent selection of Constitutional Court judges on a meritocratic basis.
  • On 27 July, The Verkhovna Rada (Ukrainian Parliament) adopted the draft law no. 9322 in the second reading, introducing changes to the procedure for selecting Constitutional Court judges, in order to meet the criteria by the European Commission on Ukraine’s EU accession.
