Ukrainian Foreign Minister Dmytro Kuleba has said that dual citizenship in Ukraine should become an element of state policy aimed at preserving and developing the global Ukrainian community.

Details: Kuleba is convinced of the need to introduce multiple citizenship, because "we should not be guided by the fear of distributing other people's passports in Ukraine, but by the power of the Ukrainian passport in Ukraine and in the world".

He said that the state should open up the possibility for millions of Ukrainians abroad to keep their Ukrainian passports or obtain them, and accept that after joining the European Union, Ukrainian passports will have the same status as passports of neighbouring European states.

"Of course, this policy should be implemented reasonably: gradually, starting with friendly allied countries. And, of course, any dual citizenship with the aggressor state or unfriendly countries should be prohibited," Kuleba added.

Background:

  • In 2020, the Verkhovna Rada postponed consideration of the presidential bill on citizenship.
  • The bill was put on hold because parliamentary experts concluded that it was impossible to resolve the issue without amendments to the Constitution.
  • Foreign Minister Dmytro Kuleba said that Ukraine plans to allow dual citizenship with the EU, but not with Russia.
