Parliament supports creation of electronic register for conscripts

The Verkhovna Rada has approved the bill on creating a unified electronic register for conscripts and the automatic issuance of military operation participant certificates.

Details: Honcharenko announced that the Verkhovna Rada supported the bill on the automatic issuance of military operation participant certificates and the creation of a unified electronic register for conscripts (No 10062). He said "a lot of servicemen" approached him regarding the automatic issuance of military operation participant certificates.

Zhelezniak noted that each amendment was confirmed by nearly the minimum required number of votes and some of them failed.

He added that amendment No 401 on cloud data storage received the necessary votes as 228 MPs supported it.

The bill amending specific laws to improve the procedure for processing and using data in state registers for military accounting and acquiring the status of a war veteran under martial law was registered in parliament on 18 September 2023 by MPs from various factions.

The bill was supposed to provide for the transfer of data on citizens aged 17 to 60 from various state registers, including the Tax Service, the Ministry of Health, the Ministry of Justice, the Ministry of Internal Affairs, the Central Election Commission, the State Migration Service, and other agencies to the Defence Ministry.

It was proposed that the military department be granted access to conscripts' personal phone numbers and email addresses. 

All relevant information should be available in the conscript's electronic account.

Such a bill is also intended to simplify the process of obtaining the status of a participant of military operations, allowing it to be based on an electronic certificate confirming the person's direct participation in the state’s defence.
