President Volodymyr Zelenskyy held a meeting of the Staff of the Supreme Commander-in-Chief on 23 June, where he listened to the reports of the commanders and instructed Commander-in-Chief Valerii Zaluzhny to dismiss Odesa military commissar Yevhen Borysov, who, as discovered by Ukrainska Pravda, has real estate worth millions of dollars in Spain.

I gave an urgent order to the Commander-in-Chief Zaluzhnyi to immediately dismiss, so to speak, the Odesa ‘military commissar’ – the head of the local recruitment centre, of whom our whole country is talking about.

He gave an urgent order to create a commission under the leadership of the First Deputy Minister of Defence of Ukraine, General Pavliuk, to check all military commissars in all regions of Ukraine together with the law enforcement unit and the National Agency of Corruption Prevention, so that they do not discredit our state and the memory of heroes who die at the front."

Details: The reports of Commander of Ukrainian Navy Vice-Admiral Oleksii Neizhpapa, Head of the Security Service of Ukraine, Vasyl Maliuk, Foreign Minister Dmytro Kuleba, Defence Minister Oleksii Reznikov, and Strategic Industries Minister Oleksandr Kamyshin were heard at the meeting.

In addition to this, the issues of defence and offensive operations, armament supply, contracts with partners and the acceleration of manufacturing capacity in the defence-industrial complex of Ukraine have been discussed.

It should be noted that the military enlistment offices of the Autonomous Republic of Crimea, oblasts, the cities of Kyiv and Sevastopol are subordinated to the operational command in whose area of responsibility they are located in accordance with the military-administrative division of the territory of Ukraine.

Background:

  • In the investigation "The Spanish Battalion". Ukrainska Pravda pays a visit to the Odesa military commissar and other Ukrainian millionaires by Mykhailo Tkach, an Ukrainska Pravda journalist, it was revealed that during the full-scale Russian invasion of Ukraine, the family of Yevhen Borysov, head of Odesa Military Enlistment Office, bought real estate and cars worth millions of dollars in the coastal area of Spain. This was substantiated by extracts from Spanish registers, though Borysov himself claims he has no idea whether his family owns property in Spain.
  • Natalia Humeniuk, head of the press centre of the Pivden (South) Operational Command, reported that an internal investigation against Borysov has found no grounds for his removal from office.
