Kuleba reported that he drew Baerbock’s attention to the lack of confidence in inviting Ukraine to NATO following the Alliance's summit in Vilnius.

"We [continue] working with allies to fill this gap," the Ukrainian Foreign Minister said.

At the same time, the minister pointed out, he also welcomed the strengthening of practical assistance to Ukraine, the abolition of the map and the creation of the Ukraine-NATO Council as a "tool for integration".

Previously, Kuleba expressed disappointment with the North Atlantic Alliance summit's decision in Vilnius regarding the membership of Ukraine, which did not have the desired invitation for Kyiv.

Note that the NATO summit in Vilnius on 11 July accepted a three-element solution package regarding Ukraine, which concerns, in particular, the path of Ukraine to membership. The first is a new multi-year support program for Ukraine, which will allow the transition from Soviet to NATO standards of training and doctrines, the second is the creation of a new NATO-Ukraine Council, which will become a forum for consultations and decision-making, the third is confirmation that Ukraine will become a member of NATO and consent to withdraw the requirement for a Membership Action Plan.

The summit's decision does not include a list of conditions that Ukraine must fulfil, but a mechanism for evaluating them has been defined. The annual national program will become a tool for monitoring the reforms implemented by Ukraine. This tool is already available in Ukraine.
