Details: On 24 September, a citizen named Ivan Kazachuk submitted a petition to the president calling for a city military administration to be established in Odesa "to ensure the uninterrupted and effective functioning of the state authorities in the city of Odesa under martial law".
Kazachuk argued that this is necessitated by the city's strategic importance as "a major transport, port and logistics hub in Ukraine's south" and its location "in close proximity to combat zones and areas with an increased level of threats". He added that "the effective and uninterrupted operation of the state authorities in the city is a matter of national security and defence".
The petition was signed by over 25,000 Ukrainians, prompting an official response from Zelenskyy.
The president pointed out that decisions on the establishment of military administrations are made by him further to a submission from the oblast state administrations or military command, and that no such submission regarding Odesa has been made so far.
Quote: "Given the above, I have sent letters to Oleksandr Syrskyi, Commander-in-Chief of the Armed Forces of Ukraine, and Oleh Kiper, Head of Odesa Oblast Military Administration, requesting that they verify the information provided and take appropriate action if there are legal grounds to do so. The author of the online petition will be informed of the results of the review."
