Quote: "Today we are working in Sumy Oblast. This is a frontline region that comes under enemy fire every day. Here, protecting energy infrastructure is a matter of stability and people's lives."

Details: The minister inspected sites where physical protection is being built together with the Recovery Agency.

"Most of the work is already in its final stage – more than 90% of the facilities will be completed in the near future," he noted.

According to Oleksii Kuleba, since 2024 Russian forces have carried out more than 140 missile and drone attacks on 22 substations "protected by the Agency", using over a thousand strike assets.

Since the beginning of the year alone, protection systems at three facilities in Sumy Oblast have come under more than 50 attacks and around 110 direct drone hits. One "record-setting transformer" withstood 60 direct strikes.

Quote: "The equipment is operating. The protection has held and proven its effectiveness, allowing the energy system to keep functioning even under fire."

Details: He also noted that Russia is constantly changing its tactics and modifying its weapons. Therefore, the scaling up of protective solutions continues within the framework of the national Resilience Plan.

Background:

  • Denys Shmyhal, Ukraine's Energy Minister, said that Ukrainian engineering teams had inspected decommissioned facilities in the European Union to identify equipment needed by Ukrainian energy companies.
  • At a meeting of the Coordination Centre for implementing comprehensive resilience plans for regions and cities, officials responsible for key areas were appointed, and the government allocated the first US$22.6 millions from the reserve fund for implementation.
  • The total need for reconstruction and modernisation of Ukraine's energy sector over the next ten years amounts to US$90.6 billion.
  • Priority recovery projects for 2026 require over US$15 billion, while confirmed funding currently covers 38%, said Oleksii Kuleba.
