Details: Zelenskyy said the funds are needed to quickly protect the Ukrainian energy network and rebuild infrastructure destroyed by Russia.

Funding of at least €5 billion is now needed to ensure energy stability for the coming winter, as part of the €90 billion support package.

Quote: "We need to act quickly to protect our energy system and rebuild what was destroyed by Russia. Time matters. This work must start now. And so funding is needed now."

Details: The president noted that the €90 billion will also benefit Europe, as Ukraine will pay for its contracts.

Quote: "This is about your jobs and your technological growth. So this 90 billion package will actually work for Europe, because in today's Europe no one stands alone. We are all closely connected."

Details: Zelensky explained that if Ukraine's funding is blocked, it will have consequences for everyone, even if they are not always obvious.

  • The total need for reconstruction and modernisation of Ukraine's energy sector over the next ten years amounts to US$90.6 billion.
  • Priority recovery projects for 2026 require over US$15 billion, while confirmed funding currently covers 38%, said Oleksii Kuleba.
