Details: The Ministry of Industry and Trade of Tver Oblast commented on the situation and said the restrictions apply to all individuals.
However, it added that the restrictions do not apply to corporate clients. The restrictions are in force at petrol stations belonging to Surgutneftegaz and Tatneft, Russia's largest vertically integrated oil and gas companies.
Background:
- A fuel crisis has been escalating in Russia amid continued Ukrainian strikes on oil refineries, with shortages of motor fuel similar to those previously reported in the temporarily occupied city of Sevastopol and Crimea now spreading to Russia's capital region.
- Since the beginning of 2026, Ukraine has carried out more than 20 strikes on Russia's oil infrastructure, including oil refineries, export terminals and pipelines. As of early May, this had already cost Russia over US$7 billion.
- On 19 June, Units from Ukraine's Unmanned Systems Forces struck the Hlibivske underground gas storage facility on the Tarkhankut Peninsula along with several Russian air defence assets in temporarily occupied Crimea.
