Council of Europe Development Bank to provide €251m to expand housing programmes for Ukrainians
Ukraine's Ministry for Communities and Territories Development and the Council of Europe Development Bank (CEB) have agreed on a funding package worth more than €251 million to expand housing programmes and support Ukrainians who have lost their homes.

During the Ukraine Recovery Conference 2026, an agreement was reached with the Council of Europe Development Bank on a new package of measures that will enable the expansion of existing housing programmes."
Details: An additional €100 million will be allocated to the eRecovery programme, a Ukrainian state scheme designed to compensate homeowners whose properties have been destroyed or damaged and to help them purchase new housing. This is an extension of the HOME project, under which €50 million will be provided by the Council of Europe Development Bank (CEB) and another €50 million by the Italian government. The funds will be used to issue housing certificates, enabling more families to buy new homes.
Kuleba also announced the expansion of the Housing for IDPs from the Temporarily Occupied Territories programme. The next phase will involve €80 million in funding, allowing around 2,000 housing vouchers to be provided to IDPs, primarily veterans and people who acquired disabilities as a result of the war.
"We are also launching the Housing for Veterans programme. With the support of the Council of Europe Development Bank, €60 million will be raised to provide more than 1,500 preferential mortgage loans to Ukrainian servicemen and servicewomen," he said.
According to the minister, a further €11 million in grant funding will be allocated to improve the eRecovery programme. The money will be used to strengthen the work of local commissions, streamline the application review process, launch new citizen support services and further develop mechanisms for rebuilding individual homes.
Background:
- Since the launch of the state eRecovery programme three years ago, 196,067 families have received compensation totalling UAH 89.7 billion (about US$2 billion).
- The Council of Europe Development Bank has also approved an additional €100 million for the eRecovery programme.
- Applications for compensation for homes lost in temporarily occupied territories opened on 1 December. Initially, the programme is available to internally displaced persons from those territories who have combat veteran status or have acquired a disability as a result of the war.
