Ukraine's General Staff explains why civilians are banned from entering Kupiansk
The General Staff of the Armed Forces of Ukraine has explained that civilian entry into the city of Kupiansk in Kharkiv Oblast has been restricted to ensure the effective implementation of counter-sabotage measures.

Quote: "Kupiansk is under the control of the Armed Forces of Ukraine. The Armed Forces of Ukraine are carrying out search-and-destroy actions against the Russian occupiers in the northern part of the city.
Active counter-sabotage measures are currently being conducted in the city of Kupiansk itself.
Civilian entry into the city is restricted to ensure the effective implementation of the above-mentioned measures by the Armed Forces of Ukraine."
Background: On 28 September, Andrii Besedin, Head of Kupiansk City Military Administration, reported that Kupiansk had been completely closed to entry, with only the military allowed in. None of the critical infrastructure in the city is functioning.
