President Volodymyr Zelenskyy believes that Hungarian Prime Minister Viktor Orban is blocking Ukraine's EU accession because of upcoming elections.

Details: Zelenskyy acknowledged that decisions regarding Ukraine's further European integration require unanimity.

Quote: "We have certain problems with Hungary, and we can speak openly about this because Viktor Orban is facing elections. I believe it is irrational – just because he has elections – to block a large, 40-million-strong nation on its path to the EU."

More details: The president recalled that Russia started the war against Ukraine "precisely because of our desire and choice to join Europe, because we feel and share the same values as other European countries".

Background:

  • European Council President António Costa is leading efforts to allow the opening of negotiation clusters with a qualified majority of EU states rather than requiring unanimity. This could potentially bypass Hungary's veto.
  • The European Commission has indicated that opening the clusters without Orbán's consent "could be considered", but the final decision rests with the EU member states.
