Details: Since 2022, India has been the largest buyer of Russian seaborne oil, importing about 1.7 million barrels per day during the first nine months of 2025.
The private company Reliance Industries, the largest Indian buyer of Russian oil, plans to reduce or completely stop importing Russian oil, according to two sources familiar with the matter.
Indian state-owned refineries are also reviewing their documents on trading Russian oil to ensure that, after the US imposed sanctions on Russian oil companies, there are no direct supplies from Rosneft and Lukoil.
State refineries, including Indian Oil Corp, Bharat Petroleum Corp, Hindustan Petroleum Corp, and Mangalore Refinery and Petrochemicals, are checking bills of lading for Russian oil arriving after 21 November to ensure it does not come directly from Rosneft or Lukoil.
In the meantime, Indian state-owned refineries rarely buy Russian oil directly from Rosneft or Lukoil, since their purchases are usually made through intermediaries, trading sources told Reuters.
Background: The US introduced sanctions against Russia's largest oil companies Rosneft and Lukoil, and their subsidiaries.
