Ukrenergo says power outage schedules are in place across 12 oblasts, blackouts reported in two oblasts after Russian attacks

Power consumers in Kharkiv and Chernihiv oblasts have been left without electricity following another wave of Russian strikes on Ukraine's energy infrastructure as of the morning of 23 October.

Quote: "As a result of earlier Russian attacks, including the large-scale missile and drone strike on 22 October, hourly power outage schedules are being applied between 07:00 and 23:00 across twelve oblasts, with up to three disconnection phases running simultaneously.

During the same period, power consumption limits are also in effect for industrial and commercial users in the affected oblasts."
