US expects PURL initiative to raise another US$2 billion for purchases of weapons for Ukraine

Matthew Whitaker, US Ambassador to NATO, has said that the PURL initiative for purchasing American weapons for Ukraine could raise another US$2 billion by the end of 2025.

Details: Whitaker said "the commitments are rolling forward" under the PURL mechanism.

"We have probably another US$2 billion or more to bring in [through PURL] and in the next several months. And we fully expect that that will be done here very soon," he added.

Whitaker added that PURL plans to raise from US$12 billion to US$15 billion in 2026, "needed to buy the critical armaments needed by Ukraine to defend themselves and to continue this fight at the front line".

"And I think this is another example of Europe stepping up, of our NATO allies here, on the continent, stepping up in supporting Ukraine and the defence, ultimately, of the European continent," he noted.

  • European countries purchase American weapons for Ukraine under the PURL programme, initiated by US President Donald Trump and NATO Secretary General Mark Rutte in July 2025.
  • As of October, PURL had raised US$2 billion. That same month, it was announced during a meeting of defence ministers from Alliance countries that the majority of NATO members had joined the programme.
