Zaporizhzhia power plant will require special status after peace deal – IAEA

IAEA Director General Rafael Grossi said on Tuesday 25 November that the Zaporizhzhia Nuclear Power Plant (NPP) would need a special status and a cooperation agreement between Russia and Ukraine if a peace deal is reached.

Quote from Grossi: "Whatever side of the line it ends up, you will have to have a cooperative arrangement or a cooperative atmosphere."

Grossi stressed that neither Ukraine nor Russia can operate the plant while the other side, positioned across the river, "is resisting this and may take action against that."

Reuters reports that the draft 28-point "peace plan" for Ukraine, supported by the United States, proposes restoring the plant's operations under IAEA supervision and splitting the generated electricity equally between Russia and Ukraine.

"Shared, not shared – and I don't want to get into that because it's political – ...it's something that Ukraine and Russia will be deciding at some point," Grossi added.

All six reactors of the Zaporizhzhia NPP have remained in cold shutdown since 2022, relying on external power lines and emergency systems to prevent a complete loss of power.
