Zelenskyy: updated peace plan has 20 points, with territory, frozen assets and security guarantees among key issues

President Volodymyr Zelenskyy has said that the updated version of the peace plan Ukraine is discussing with the United States now contains 20 points instead of 28 in the initial draft.

From what I see, America is taking serious steps to bring this war to an end one way or another. Our task, and I am sure this opinion is shared by everyone in Europe, is to end the war, not simply to get a pause in hostilities.
We need a just peace, and for that to come, everyone has to take the side of peace. Everyone in Europe and all nations that value peace."
Details: Asked by a Bloomberg journalist how the updated plan agreed by the US differs from the original version and whether he plans to meet with US special envoy Steve Witkoff soon, Zelenskyy said that Ukraine is waiting for the outcome of US-Russian talks and will act depending on their results.
He said that he spoke with Witkoff and his team a day earlier and that Kyiv is ready for further contacts, including a meeting in Ukraine, if there is a sense of "real, concrete dialogue, not just words".
Zelenskyy said that he cannot disclose all the details of the plan but has outlined three key and "most sensitive" issues: the question of territory, the use of frozen Russian assets, where decisions must be taken by European partners, and security guarantees for Ukraine from the United States, Europe and other states within the Coalition of the Willing.
Quote: "The most sensitive elements, the most difficult questions and challenges are about territory and about frozen assets. I cannot simply speak on behalf of European leaders. This is about money that is frozen but frozen in Europe. I can share my view and they [our European partners – ed.] can support me, but I cannot decide on behalf of leaders about funds that are held in the EU. And that is the second point.
The third is what I have said on security guarantees: we are counting on strong security guarantees from the United States, from Europe and from some other leaders.
You know the Coalition of the Willing is involved, and we are working on it. So, I think these three issues are the most sensitive and the most important and I believe our teams will continue working on them."
Background:
- Information about a new US "peace plan" intended to settle Russia's war against Ukraine appeared in several US media outlets on 19 November.
- These reports stated that the plan envisaged handing over the whole of Donbas to Russia. It also required Ukraine to limit its weapons arsenal, cut its army in half and accept Russian as a second state language.
- On 21 November, media outlets published the text of the 28-point "peace plan", according to which Ukraine would have to renounce its territories permanently while Russia would receive amnesty.
- On 23 November, the United Kingdom, Germany and France prepared counterproposals to the US 28-point draft "peace plan", aimed at making it more favourable for Ukraine.
- Also on 23 November, negotiations took place in Geneva between Ukrainian and US delegations, after which news emerged of an updated peace document.
- The Financial Times reported that following the talks in Geneva, Trump's team introduced changes to the original version of the "peace plan", reducing the number of points to 19.
