European Commission to present proposal early next year to ban all Russian oil imports

The European Commission will present a legislative proposal early next year to introduce a full ban on imports of Russian oil into the EU.

Details: Jørgensen outlined how and when the EU plans to completely phase out Russian gas, and said that the Union also aims to ban the remaining imports of Russian oil into the EU.
"At the beginning of next year, we will table a legislative proposal to ban imports of all Russian oil. We have to do this as soon as possible, and no later than by the end of 2027," the Commissioner declared.
Imports of Russian gas and oil into the EU have fallen sharply in recent years. Oil imports dropped to below 3% in 2025 thanks to the current sanctions regime. Russian gas still accounts for around 13% of the EU's imports in 2025.
Background:
- European Pravda reported that on Tuesday 2 December, the Council Presidency and European Parliament negotiators reached a provisional political agreement on a regulation setting out the rules for the phase-out of imports of Russian natural gas by the end of 2027.
- European Commission President Ursula von der Leyen noted that the EU is currently paying Russia €1.5 billion every month for fossil fuel imports, but intends to reduce this figure to zero.
- The Kremlin has decided to frighten Europe with the supposed consequences of abandoning Russian oil and gas.
