Ukrainian MPs want to adopt new system for government appointments after Yermak dismissal – UP

Members of Parliament have been considering reviving the "trio" model, under which personnel and other issues important for the authorities must be agreed upon by the relevant officials from the President's Office, the Cabinet of Ministers and the Verkhovna Rada (Ukrainian Parliament).

It is noted that MPs no longer want to be introduced to candidates for positions directly in the chamber before the vote, and this is how the "three pluses" system emerged: a candidate for a position in the government or another body must, as in another well-known show, simultaneously receive three "yes" votes – or, in MPs' slang, "pluses": from the majority, from the government and, finally, from the president.

More details: The idea is that all issues important for the authorities must be worked through by the trio – the relevant officials from the President's Office, the Rada and the Cabinet – and only after decisions have been developed and agreed within this group will the issue be raised to a higher level and put into practice.
It is possible, the authors write, citing one of the leaders of Servant of the People, that this trio will be extended not only to domestic issues but also to external negotiation processes. "If everything described above becomes reality, this will in fact mean the political recapitalisation of several officials," the article says.
Background:
- On the morning of 28 November, Ukrainska Pravda reported that detectives from the National Anti-Corruption Bureau of Ukraine (NABU) and prosecutors from the Specialised Anti-Corruption Prosecutor's Office (SAPO) had searched the then head of the President's Office Andrii Yermak in the government quarter.
- Later, President Volodymyr Zelenskyy announced that he had accepted Yermak's resignation from his post.
- According to Ukrainska Pravda sources in the president's team, the former head of the President's Office did not believe until the very last moment that he would be forced to resign. So when he was asked to write a letter of resignation, he lashed out at Zelenskyy in an emotional outburst filled with reproaches and accusations.
