Kherson authorities explain when local power plant's operations could be restored

Restoring operations at the Kherson Power Plant is currently impossible due to constant drone attacks by Russian forces.

Quote from Mykhailo Lynetskyi, Deputy Head of Kherson City Military Administration: "There is an optimistic scenario for restoring the technological equipment at the Kherson Power Plant, under which repairs and the replacement of damaged units and equipment would take between seven and ten working days, and there is also a pessimistic scenario. At present, however, it is impossible to begin this work."
Details: Lynetskyi noted that the situation at other facilities varies depending on the district of the city and weather conditions.
"In foggy, rainy weather it is somewhat easier to work, but even then it is not enough, and there is also a shortage of specialist employees with the required qualifications. Working outdoors is extremely difficult. Support and escort from the defence forces, as well as airspace monitoring, are needed," Lynetskyi explained.
He also added that restoring all networks would require "eliminating the source of the threats".
The Kherson Power Plant ceased operations after sustaining damage from Russian attacks. Despite protective measures, the plant's buildings and equipment have suffered very serious destruction.
On 4 December 2025, Oleksandr Prokudin, Head of Kherson Oblast Military Administration, said that in recent days Russian forces had carried out hundreds of strikes on the Kherson Power Plant, attacking it with drones, artillery and other weapons.
Background:
- It was previously reported that after the Kherson Power Plant halted operations due to Russian attacks, the authorities began providing residents with alternative heating solutions.
- Earlier reports said that it had suspended operations, leaving 470 buildings – more than 40,500 consumers – without heating.
- Up to 10% of residents remain in the Korabelnyi district of Kherson and do not wish to evacuate. Providing for local residents requires more personnel than currently remain there.
- Additionally, it has been reported that since the start of the full-scale invasion, more than 35,600 houses and over 1,600 apartment blocks have been damaged or destroyed in communities across Kherson Oblast.
