Details: Speaking to journalists on Wednesday 17 December, Peskov said that Russia's position on foreign military contingents on Ukrainian territory has been articulated both by Kremlin leader Vladimir Putin and at other working levels.
According to Peskov, "it is well known, absolutely consistent and clear". He added that "once again, this is a subject for discussion".
These comments come as European leaders met in Berlin on Monday 15 December, where a proposal was made to form protection forces to ensure a possible ceasefire in Ukraine.
A joint statement says that forces led by Europe, with support from the US, will support the Armed Forces of Ukraine and ensure the security of Ukraine's airspace and maritime areas.
Background: German Chancellor Friedrich Merz said that the "European forces for Ukraine" envisaged by security guarantees from Europe and the US could, under certain circumstances, repel Russian forces.
