"Peace is on the horizon, there is no doubt that things have happened that give grounds for hope that this war can end, and quite quickly, but it is still a hope, far from 100% certain," Tusk said at a government meeting.

Quote: "When I say peace is on the horizon, I'm talking about the coming weeks, not the coming months or years. By January, we'll all have to come together... to make decisions about the future of Ukraine, the future of this part of the world."

Details: Tusk said that the security guarantees proposed to Kyiv by the US are a reason for hope that the war could end soon, but that Ukraine would have to make compromises on territorial issues.

US President Donald Trump said after talks with his Ukrainian counterpart Volodymyr Zelenskyy on Sunday that they were "getting a lot closer, maybe very close" to an agreement to end the war, although "thorny issues" still remain.

Zelenskyy said that the issue of control over the Zaporizhzhia Nuclear Power Plant, which is currently under Russian control, and the future of Donbas remain unresolved.

Background:

  • French President Emmanuel Macron has said that a meeting of the Coalition of the Willing will be held in Paris in early January, where countries plan to finalise their specific contributions to security guarantees for Ukraine.
  • On 30 December, European leaders, the Canadian prime minister and EU and NATO leaders held another call on Ukraine and the "peace talks".
