Survey shows 74% of Ukrainians reject Russia's peace plan to end war

A total of 74% of Ukrainians consider Russia's plan to end the war in Ukraine completely unacceptable. Only 17% of Ukrainians are ready to accept the Russian version of "peace".

Details: Sociologists note that the Russian plan for a peace settlement of the war, which most Ukrainians oppose, includes the most sensitive components that are currently being discussed and that some parties would like to see in a peace agreement: for example, withdrawal of troops from Donbas, restrictions on Ukraine's defence forces, unspecified security guarantees etc.

A total of 69% of Ukrainians (mostly without enthusiasm) are ready to approve the plan of Europe and Ukraine. Only 16% categorically reject it. In September 2025, 74% were ready to support this plan, so now there are slightly fewer of them (but due to people moving into "hard to say" rather than categorical opponents).

At the same time, those who "easily agree to this plan" increased from 18% to 30%.

In regional terms, 71-78% in all regions reject Russia's plan. Instead, in all regions, 67-69% are ready to approve the plan of Europe and Ukraine.

For reference: KIIS's own poll was conducted from 26 November to 29 December 2025 using telephone interviews based on a random sample of mobile phone numbers in all regions of Ukraine (territory controlled by the government of Ukraine). A total of 1,001 respondents aged 18 and older were surveyed.

The sample did not include residents of territories temporarily not controlled by the Ukrainian authorities (at the same time, some of the respondents are IDPs who moved from the occupied territories), and the survey was not conducted with citizens who left abroad after February 24, 2022.

Formally, under normal circumstances, the statistical error of such a sample (with a probability of 0.95 and taking into account the design effect of 1.3) did not exceed 4.1% for indicators close to 50%, 3.5% for indicators close to 25%, 2.5% for indicators close to 10%, 1.8% for indicators close to 5%.

Under conditions of war, in addition to the specified formal error, a certain systematic deviation is added. Factors that may affect the quality of results in "wartime" conditions were previously cited by KIIS.
