The situation in Kyiv is challenging but remains under control as regards basic services. Utility services are operating in emergency mode.

Details: Utility workers and power engineers are working to restore electricity, heating and water supplies to consumers following Russia's latest large-scale attack on Kyiv's critical infrastructure.
Klitschko noted that damage to critical infrastructure has left around half of Kyiv's apartment buildings – nearly 6,000 – without heating. "We hope to restore heating to some buildings as early as this evening," he said.
He also reported disruptions to the water supply across the city. Water services have been restored in the city's central Pecherskyi district and are gradually being brought back in districts on the left bank of the Dnipro River.
Quote: "It will take some time for the water supply network to resume regular service. I would also like to remind residents that water reaches the upper floors of buildings via booster pumps, which require electricity to operate. This means that water may still be unavailable on the top floors even if the supply has been restored in the district.
To those in Kyiv who have heating and water in their homes: please help your fellow citizens – offer them a place to get warm, cook a meal or make up baby formula."
Background:
- Half of Kyiv's apartment buildings – almost 6,000 – are currently without heating after critical infrastructure in the capital was damaged in a large-scale Russian attack.
- Utility workers have connected essential facilities – in particular hospitals and maternity hospitals – to mobile boiler houses.
- Klitschko urged residents to leave the city if they have the option.
- Kyiv City Military Administration said that draining water is a standard technical measure in sub-zero temperatures and does not imply an extended period with no heating.
