Ukrainian President Volodymyr Zelenskyy has stated that Russia is exploiting the freezing cold weather and attempting to strike as many Ukrainian energy facilities as possible. He added that it is of the utmost importance that city administrations understand this and get ready to respond at full capacity.

Details: Zelenskyy said repair work is underway in many of Ukraine's cities and communities: the city of Kyiv and Kyiv, Dnipropetrovsk, Lviv, Kirovohrad, Cherkasy and Odesa oblasts.

"Repair crews are almost constantly working in Sumy, Chernihiv and Kharkiv oblasts. Maximum forces are deployed to restore vital services," he said.

"The Russians are exploiting the weather – the cold snap – trying to hit as many of our energy facilities as possible. So much for their respect for America and all diplomacy," Zelenskyy noted.

"Last night, over 200 Russian drones were launched, as well as a significant number of ballistic missiles, primarily targeting Kyiv. Four people were killed – my condolences to their families. Nearly thirty were wounded. Prior to that, there were strikes on Dnipro, Kryvyi Rih and Zaporizhzhia. And before that, Odesa," Zelenskyy said.

"The main Russian tactic is to try to completely shut cities down," he added.

Background:

  • It was reported earlier that emergency repair work is ongoing in Kyiv following Russia's large-scale nighttime attack. Water supply in the capital has been fully restored.
  • Half of Kyiv's apartment buildings – almost 6,000 – are currently without heating after critical infrastructure in the capital was damaged in a large-scale Russian attack.
  • Utility workers have connected essential facilities – in particular hospitals and maternity hospitals – to mobile boiler houses.
  • Klitschko urged residents to leave the city if they have the option.
  • Kyiv City Military Administration said that draining water is a standard technical measure in sub-zero temperatures and does not imply an extended period with no heating.
