Details: Almost 566,000 people have been left without electricity and around 200,000 without a water supply since a combined heat and power plant and a substation were struck on the night of 8-9 January.

Vyacheslav Gladkov, Governor of Russia's Belgorod Oblast, said that about 600,000 consumers remain without power and heating supply, while more than 60% of mobile phone towers have been disabled.

Quote from Sirena: "Because of the electricity shortfall, around 60 industrial plants have been switched to a nighttime schedule. They are allowed to operate only from midnight to 08:00."

More details: The disruption has also affected water supplies. Water has been cut off in 11 settlements and to houses on three streets in Belgorod. Reduced pressure has also been reported in the system in the border town of Shchebekino.

In Belgorod, shops in two shopping and entertainment centres have been closed for a second day running and one has suspended operations entirely.

Quote from Sirena: "Amidst the outages, the governor ordered tighter monitoring of social media, saying there have been frequent 'information attacks' and attempts at provocation."

Background:

  • On the night of 9-10 January, Ukraine's defence forces hit the Zhutovskaya oil depot in Russia's Volgograd Oblast. The facility is used to supply fuel to the Russian occupying forces.
  • On the night of 19-20 November, part of Russia's Kursk Oblast was left without power due to strikes on electrical substations.
