Russia struck 15 critical infrastructure facilities across Ukraine on the night of 12-13 January, including energy sites.

Quote: "The attack targeted 15 facilities, including energy assets such as thermal power plants and combined heat and power stations in different oblasts of Ukraine, as well as other key sites involved in heating and water supply systems."

Details: Kovalchuk said that the strikes did not affect wastewater or water supply. As for heating, supplies are in place for 98.5% of Ukraine's housing stock and 99% of social facilities nationwide.

In Kyiv, which Kovalchuk said is now the main target for Russian attacks, 472 out of more than 12,000 buildings were without heating as of 13:00 on 13 January. Of those, 197 were in the Pecherskyi district, 123 in the Shevchenkivskyi district and 71 in the Holosiivskyi district.

Quote: "There are a range of reasons for this. In some buildings, the heat transfer fluid has been drained or reduced, which has largely helped preserve the networks, but reconnecting now is effectively a restart of the heating system."

More details: Kovalchuk added that all available teams are working in the affected areas and additional teams are being brought in from other districts.

Despite the double hit of severe weather and concentrated strikes on critical infrastructure, he said the overall picture remains positive for water and heating across the country.

Background:

  • Emergency power cuts are in effect in Kyiv following yet another Russian attack. About 500 buildings have been left without heat.
  • In the Kyiv districts hit hardest by power shortages, Ukraine's State Emergency Service has been deploying high-capacity generators to residential buildings under government instructions.
  • Power supply on Kyiv's right bank has deteriorated, bringing it in line with the situation on the left bank.
  • On the night of 12-13 January, Russian forces struck critical infrastructure facilities in Zhytomyr Oblast.
