Quote from the Interior Ministry: "A unique underwater special operation has been carried out by divers from Ukraine's State Emergency Service in freezing conditions of up to -15 °C. A Russian attack had flooded one of Kyiv's combined heat and power plants by damaging a pipe. This severely complicated repairs to equipment that provides heat and electricity to thousands of homes."
