Details: Cooper described Russia's actions as "vicious" and stressed that they are targeted at the civilian population.

"We condemn Russia's latest vicious strikes on critical energy and civilian infrastructure in Kyiv and across Ukraine," Cooper wrote on X (Twitter).

She emphasised the stark contrast between the actions of Kyiv and Moscow, noting that Russia is using the freezing cold weather as a weapon.

"As Ukraine shows its commitment to peace, Russia is plunging families into freezing conditions and starving them of basic necessities in the depths of winter," Cooper added.

Background:

  • Moldova's Foreign Ministry has also pointed out that Russia's attack on Ukraine on the night of 23-24 January contradicts all its claims about its commitment to peace.
  • Lithuanian Foreign Minister Kęstutis Budrys stressed that Russia's latest large-scale attack demonstrates the Kremlin's unwillingness to agree to peace.
