Details: Local residents reported that a series of explosions had occurred in the city at around 23:00. The Telegram channel SHOT, linked to Russian security services, claimed that the city was attacked with HIMARS missiles.
Reports on social media said that the Belgorod combined heat and power plant and the Frunzenskaya power substation near the village of Streletskoye had been hit.
Gladkov said the overnight attack had caused "serious damage" to energy facilities.
"We have extensive damage to energy infrastructure in the city of Belgorod as well as in the Belgorod, Rakitnoye, Borisovka, Grayvoron and Yakovlevsky districts," he added.
Water supply was halted in the Belgorod and the Borisovka district as a result of power cuts at water utility facilities. Heating also began to fail in residential buildings.
Belgorodenergo and Rosseti reported "extensive damage to electrical equipment" and said that "the time required for restoration work has increased".
