Putin bluffs about energy ceasefire and continues terror – Lithuanian foreign minister
Lithuania's Foreign Minister Kęstutis Budrys has said that Russian leader Vladimir Putin is bluffing about an energy ceasefire and is instead continuing to terrorise Ukrainians by using winter as a weapon.

Details: Budrys added that freezing people in darkness as temperatures plunge is pure terror.
Quote: "These systematic strikes on energy infrastructure, including nuclear‑related objects, constitute war crimes under international law and must be met with real accountability – not merely statements of concern – including action at the International Criminal Court. Those who order and execute these attacks must face criminal responsibility."
More details: Budrys said that Lithuania has recently donated generators to Ukraine worth €2.4 million and that the scale of Russia's attacks demands a corresponding increase in efforts from everyone.

Background:
- Ukrainian President Volodymyr Zelenskyy said that US representatives in Abu Dhabi had once again proposed introducing an energy ceasefire, but Russia has so far not given its consent.
