Ukraine's Defence Minister Mykhailo Fedorov and Catherine Vautrin, French Minister of the Armed Forces, have signed a Letter of Intent on the joint production of weapons in both countries.

Details: According to Fedorov, the agreement opens the way for large-scale joint projects between Ukraine and France in the defence industry.

In particular, the governments and defence companies of both countries will focus on developing innovative electronic warfare systems.

Fedorov said Ukraine is interested in the continued supply of SAMP/T, Mistral and Crotale systems, as well as ammunition for them. Together with the French minister, he also agreed to work on upgrading the SAMP/T system to improve its effectiveness against ballistic threats.

The parties also discussed financing for joint projects, including through the European Union's SAFE programme.

Background:

  • Earlier, during her visit to Ukraine, Vautrin was shown French-made SAMP/T and Mistral air defence systems, as well as Mirage 2000 fighter jets deployed at combat positions.
  • In Kyiv, she also announced that France would provide an additional radar for a SAMP/T system to replace one currently undergoing repairs.
  • In November 2025, Ukraine and France signed a document providing for the purchase of up to 100 French-made Rafale fighter jets for Ukraine, along with French air defence systems and drones.
