More than 1,400 Kyiv apartment blocks remain without heating, Zelenskyy says

More than 1,400 apartment blocks in the city of Kyiv remain without heating and six settlements in Kherson Oblast are in extremely difficult conditions for repair works.

Quote: "I held a coordination call on the situation in the energy sector and on efforts to eliminate the consequences of Russian strikes. The most challenging conditions remain in the capital: more than 1,400 apartment buildings in Kyiv are still without heating, and it is crucial that people in every one of these buildings receive all the support they need."

Details: Zelenskyy said that the Warmth Packages programme in Kyiv would be expanded. In the near future the programme is to reach distribution of 40,000 such packages, with a significant share going to Kyiv.

Quote: "The situation in the Kherson region was discussed separately – 6 settlements in the region are facing extremely difficult energy conditions due to constant drone strikes, creating extraordinarily challenging circumstances for restoration work. Regional authorities must ensure additional efforts in this area, both protective and recovery-related."

More details: Zelenskyy also heard reports on the situation in Kyiv Oblast, Kharkiv and other cities in the oblast, Sumy, Chernihiv, Donetsk and Dnipropetrovsk oblasts, in Kropyvnytskyi and Kirovohrad Oblast.

Reports were also provided on the situation in the cities of Mykolaiv, Odesa, on Poltava, Cherkasy, Zhytomyr, Vinnytsia, Lviv and Chernivtsi oblasts.

Quote: "I held a detailed discussion with [Ukraine's] minister of energy on the situation with nuclear generation. For the Russian army, our nuclear energy facilities – including the infrastructure and grids linked to nuclear power plants – remain, in effect, constant targets."

More details: Zelenskyy said this requires a different level of response than has been delivered so far, with more protection and more communication with partners so the world does not stay silent about the threat.

Background:

  • Work has continued to deal with the aftermath of two large-scale Russian attacks on Ukraine's energy system over the past week. Nuclear power output remains partly reduced.
  • On 7 February, Russia carried out its second large-scale attack on Ukraine's energy system since the beginning of the year, with energy facilities in eight oblasts coming under missile and drone strikes.
  • Ukraine's nuclear power plants were forced to reduce their generation capacity as a result of a large-scale Russian attack.
  • More than 30,000 people have received Warmth Packages in areas where the situation during sub-zero temperatures has been most difficult.
  • The Darnytsia combined heat and power (CHP) plant in Kyiv sustained critical damage in Russia's 3 February attack, and it will take at least two months to repair its systems and equipment, provided there are no further devastating Russian strikes.
