Large-scale Russian attack: power cuts in five Ukrainian oblasts, heating supply issues in two cities

Power cuts are affecting a significant number of consumers in Odesa Oblast, particularly in the city of Odesa, following yet another large-scale Russian missile and drone attack on energy facilities in several Ukrainian oblasts.

Details: Russian strikes also left consumers without power in Zaporizhzhia, Donetsk, Dnipropetrovsk and Kharkiv oblasts.

Ukraine's Ministry of Energy reported that heat supply disruptions have been recorded in the cities of Sumy and Odesa.

Ukrenergo said emergency repair work has begun wherever the security situation permits.

Ukrenergo reported a drop in electricity consumption. As of 09:30 on 17 February, usage was 5.9% lower than at the same time on 16 February, due to a growing number of consumers without power following the large-scale Russian missile and drone attack.

On 16 February, the daily peak electricity consumption occurred in the morning, reaching 7.1% above the maximum recorded on the previous business day, Friday 13 February, due to a sharp cold snap across most Ukrainian regions.

Background:

  • On the night of 16-17 February, Russia dealt yet another devastating blow to energy infrastructure facilities in Odesa. DTEK, the largest private energy company in Ukraine, reported that the damage is extremely serious and repairs will take considerable time to return the equipment to operation.
  • Russia has launched a combined attack on Ukraine, specifically designed to cause maximum damage to Ukraine's energy sector. Twelve oblasts have been affected.
  • Emergency power cuts were implemented in the city of Kharkiv and Kharkiv Oblast to stabilise the power grid.
