Ukrainian President Volodymyr Zelenskyy has imposed sanctions on Russian academics, propagandists and organisations involved in the "distortion of historical facts and the theft of cultural assets and documents from Ukraine's National Archival Fund".

Details: By his decree, Zelenskyy enacted the relevant decision of the National Security and Defence Council of Ukraine.

Quote: "Among the 29 sanctioned individuals is Russian propagandist Aleksandr Chubaryan, a co-author of a school Russian history textbook that, in the style of Russian propaganda, justifies Russia's aggression against Ukraine.

Also included are Russian pseudo-historian and adherent of the 'Russian world' Alexei Miller and Artem Lagoysky, who betrayed Ukraine, began serving the occupiers, and headed the so-called 'Ministry of Culture of the Kherson Oblast', assisting the Russians in everything – from adopting the 'documents' necessary for the invaders to violating the rights of Ukrainians."

Details: Sanctions have also been imposed on 15 organisations, including the Federal Archival Agency of Russia and military-historical societies operating in the temporarily occupied territories.

President's Commissioner for Sanctions Policy Vladyslav Vlasiuk stated that these sanctions are aimed at countering "cultural colonisation" and target those who for decades have distorted Ukraine's history and imposed imperialist narratives.

"This is not a matter of culture as such, but a component of hybrid warfare aimed at undermining our identity and statehood," he said.

Background:

  • Earlier, Volodymyr Zelenskyy, in an address to the European Parliament, stated that the EU should ban entry to all those who took part in Russia's aggression against Ukraine.
  • On 21 February, Volodymyr Zelenskyy signed decrees enacting National Security and Defence Council decisions on new sanctions packages, including against 225 captains of shadow fleet vessels exporting Russian petroleum products.
