Japan to provide US$41 million in grant assistance to Ukraine

Oleksii Kuleba, Ukraine's Minister for Communities and Territories Development, and Masashi Nakagome, Japan's Ambassador Extraordinary and Plenipotentiary to Ukraine, have signed an agreement in the form of an exchange of notes on providing grant assistance.

Quote: "This effectively marks the start of the fifth phase of the Emergency Recovery Programme. The grant assistance totals JPY 6.2 billion, that is approximately US$41 million."

Details: Kuleba noted that the Emergency Recovery Programme started back in 2023. Under previous phases of the programme, the Japanese government allocated JPY 100 billion (approx. US$640 million).

The minister informed that Ukrainian hromadas have already received and continue to receive specialised equipment for clearing rubble, powerful generators, pumps for water utilities and demining equipment. [A hromada is an administrative unit designating a village, several villages, or a town, and their adjacent territories – ed.]

Most of the equipment and machinery were sent to Kherson, Kharkiv and Mykolaiv oblasts – areas that have suffered the most destruction – as well as to the city of Dnipro as a logistics and humanitarian hub.

Kuleba said that the fifth phase will allow critical infrastructure to be strengthened in a planned manner and support medicine, the agricultural sector and public broadcasting.

"Importantly, the exchange of notes opens the way to finalising the Grant Agreement with the Japan International Cooperation Agency, where projects and procurements will be clearly detailed," he emphasised.

Background: Ukraine received a US$690 million grant from Japan and Canada under G7 countries' ERA mechanism through the World Bank's PEACE in Ukraine programme.
