Ukraine hopes to have special tribunal for Russian aggression set up in 2026

Ukraine hopes that preparations to establish the Special Tribunal for the Crime of Aggression against Ukraine will be completed this year.

Details: Zelenskyy emphasised that Ukraine especially recognises the Netherlands' efforts in pursuing accountability for Russian war criminals and for Russia over its unprovoked invasion.

Quote: "It is in the Netherlands that work is underway to establish a tribunal for Russia's aggression, and we expect that the organisational preparations for the tribunal will be completed this year."

More details: Zelenskyy added that he and Jetten discussed "virtually all these aspects" during their latest meeting.

Background:

  • In June 2025, an agreement on the establishment of the Special Tribunal was signed.
  • The future Special Tribunal will enable investigations to be conducted against the highest leadership of the aggressor state of Russia, including Kremlin leader Vladimir Putin.
  • During his visit to Kyiv in February, Council of Europe Secretary General Alain Berset said the start of the Special Tribunal's work on the crime of Russian aggression depends on the "will of the states".
