Over 4 million Ukrainians have temporary protection in EU, 60% in three countries

Over 4.3 million displaced Ukrainians currently have temporary protection status in EU countries, with the largest numbers in Germany, Poland and Czechia.
Source: data from the EU's statistical service Eurostat, cited by Ilona Havronska, Deputy Minister of Social Policy, Family and Unity of Ukraine for European Integration

Quote from Eurostat: "The EU countries hosting the highest number of beneficiaries of temporary protection from Ukraine were Germany (1,260,230 people; 28.8% of the EU total), Poland (965,990; 22.1%) and Czechia (397,185; 9.1%)."
Details: Havronska said that in 2025, EU countries adopted 683,395 new decisions to grant temporary protection to Ukrainian citizens, which is 14% fewer than in 2024.
She said the security situation remains the key factor affecting Ukrainians' decisions on whether to return.
Background: A survey by the Razumkov Centre showed that 61.6% of Ukrainians believe that citizens who left the country illegally and have not returned should not have the right to vote in the first post-war elections.
