Ukraine's General Staff confirms strikes on Russian oil terminal in Primorsk and refinery in Ufa

Ukraine's defence forces have struck an oil terminal in the port of Primorsk in Russia's Leningrad Oblast, as well as the Bashneft-Ufaneftekhim oil refinery in Ufa. Fires broke out at both facilities.

In particular, the Transneft – Port Primorsk oil terminal (Primorsk, Leningrad Oblast, Russia) was hit. Early reports indicate that both the tank farm and oil loading infrastructure were damaged. A fire at the site has been confirmed."

Details: The General Staff noted that around 60 million tonnes of oil pass through the port of Primorsk each year, and revenues from its export are used by Russia to finance the war against Ukraine.

According to a Ukrainska Pravda source in the Security Service, the strike on the terminal was carried out by drones from the Security Service's Alpha Special Operations Centre, together with other defence forces units.

The source added that the port of Primorsk is a key Russian export hub on the Baltic Sea, through which a significant share of oil supplies is shipped to foreign markets, including via the so-called shadow fleet. In 2025, more than 46.6 million tonnes of oil reportedly passed through the port.

Following the attack, a fire broke out at the oil terminal, with storage tanks containing oil and petroleum products burning. Local authorities confirmed the strike and the blaze and are currently evacuating personnel.

In addition, Ukraine's defence forces struck the Bashneft-Ufaneftekhim refinery in Ufa. According to the General Staff, a fire also erupted on the premises of the facility.

The General Staff clarified that the refinery's primary processing capacity is about 6–8 million tonnes per year and that the plant is located roughly 1,400 km from Ukraine's state border.

Quote from the General Staff: "These facilities provide oil refining, storage and transportation of fuel and lubricants used to support the occupying army.

The scale of the damage is being confirmed."

For reference: The company Bashneft (part of Rosneft) operates three major refineries at the site, located virtually next to one another: Bashneft-Ufaneftekhim, Bashneft-Novoil, and Bashneft-UNPZ.

The port of Primorsk in Leningrad Oblast is Russia's largest oil-loading port on the Baltic Sea and the final point of the Baltic Pipeline System.

Background:

  • According to Russia's Ministry of Defence, Russian forces supposedly destroyed 283 Ukrainian fixed-wing drones over Russian territory on the night of 20-21 March.
  • On the night of 22-23 March, authorities in Leningrad Oblast reported a large-scale drone attack and a fire at the port of Primorsk. Leningrad OblastGovernor Alexander Drozdenko said a fuel storage tank had been damaged and later claimed that more than 50 drones had been shot down over the region.
