More than 3,000 critical infrastructure facilities in Ukraine require protection, but the country has already moved from a targeted response approach to a systemic resilience model.

He noted that Ukraine has moved from a targeted response approach to a systemic resilience model. It is based on resilience plans for regions covering infrastructure protection, distributed generation, water supply and heating.
Ukraine is ready to share its experience and, together with partners, build a stronger security system for all of Europe, Kuleba added.
Background:
- A Strategic Reserve will be established within the Ukraine Energy Support Fund, Ukraine's Energy Minister Denys Shmyhal said following talks with Kyiv's international partners in Brussels.
- Ukraine has managed to restore 3.5 GW of generation capacity out of the 9 GW damaged over the winter, and there is a possibility of restoring more than 2 GW by the end of May.
- Shmyhal also said the government plans to restore 4 GW of generation capacity and aims to build an additional 1.5 GW, and therefore hopes to attract €5 billion from partners for this purpose this year.
- Russia has damaged more than 9 GW of power generation capacity at thermal power plants, combined heat and power plants, and hydropower facilities in Ukraine since October 2025. So far, about 3.5 GW has been partially recovered after the attacks.
- Earlier, it was reported that the Ukrainian government is considering a hybrid model for financing comprehensive resilience plans for regions and cities, combining state resources and international support.
