  • On the night of 23-24 March, a series of strikes on the oil terminal at Ust-Luga began. The General Staff of the Armed Forces of Ukraine confirmed a strike on the Novatek-Ust-Luga facility in Leningrad Oblast, with hits on the tank farm and loading racks used for transferring oil and petroleum products.
  • The General Staff said: "A fire was recorded on the territory of the facility. This site is an important component of Russia's energy infrastructure and is used for exporting and transporting petroleum products, revenues from which fund armed aggression against Ukraine."
  • The Russian media outlet Astra later reported, citing its own sources, that three oil tankers sailing under the flags of Greece, the Marshall Islands and Sierra Leone were damaged in the attack. In addition, five storage tanks and three berths were reportedly damaged.
  • Blogger Roman Shraik also reported that the ports of Ust-Luga and Primorsk, which were also hit by Ukrainian drones, had suspended operations.
