European Commission: first €90bn package funds could reach Ukraine in Q2 2026
The European Commission expects that the first tranche for Ukraine under a €90 billion loan package will be disbursed by the end of the second quarter of 2026.

Details: The European Commission plans to send the first funds from the €90 billion package to Ukraine by the end of the second quarter of 2026.
"We remain committed to making the first disbursement as part of this package in the course of the second semester of this year," Ujvári said.
He recalled that the agreement to provide Ukraine with a €90bn loan for 2026-27 had been reached at the level of EU leaders.
"We, of course, expect all EU leaders, all member states to abide by their commitment. And if I may recall what President [Ursula von der Leyen – ed.] said, she said that we will deliver on the loan one way or another. Now, important pieces of the package have already been put in place," the spokesperson said.
Ujvári noted that three steps remain for the EU: finalising the Memorandum of Understanding, which will form the basis for macro-financial assistance under the package; updating Ukraine's Plan under the Ukraine Facility, through which the EU intends to provide budget support; and preparing the loan agreement.
Ujvári added that the Ukraine Financing Strategy has been adopted, giving the Commission the ability to determine how much funding will be provided to Ukraine, for what purposes and through which channels.

Background:
- Following the defeat of Hungarian Prime Minister Viktor Orbán in the elections on 12 April, the EU is hoping that both its €90 billion loan for Ukraine and the 20th Russia sanctions package can be unblocked as quickly as possible.
- Hungary's incoming Prime Minister Péter Magyar has indicated that he will not block the loan, although Budapest will not participate in it.
- According to media reports, the European Commission has launched "immediate talks" with Magyar, urging him to reset relations with Ukraine and begin reforms to unlock €35bn in frozen EU funds.
