EU warns of funding shortfall for Ukraine in 2027

The European Union plans to cover two-thirds of Ukraine's external financing needs in 2026-2027 through a €90 billion loan. Meanwhile, Kyiv's other international partners have confirmed funding to cover the remaining one-third of Ukraine's needs only for 2026.

Details: Dombrovskis said that financing for Ukraine in 2026 is currently relatively secure, adding that the more pressing issue this year is the funding gap for 2027.

He recalled that in 2026 and 2027, the EU will provide Ukraine with €45 billion each year, covering two-thirds of the needs of the Ukrainian budget and the Armed Forces of Ukraine during that period.

The remaining one-third is expected to be provided by other international partners, including G7 countries, international financial institutions such as the IMF and EU member states offering bilateral support to Ukraine.

Background:

  • The EU plans to allocate €45 billion to Ukraine in 2026, €16.7 billion of which will go towards the Ukrainian budget, while €28.3 billion will be directed to the armed forces, defence and weapons production.
  • The first tranche of military aid under the EU's €90 billion loan will be used to procure Ukrainian-made drones.
  • According to European Commission estimates, Ukraine will require €20.1 billion in macro-financial support and €51.6 billion in military funding in 2026, both of which will need to be covered by external assistance. In total, Ukraine will need €71.7 billion in Western support in 2026.
  • In 2027, international support for Ukraine is expected to amount to €64 billion, specifically €32.2 billion in macro-financial needs and €31.8 billion in military funding.
