Ukraine signs agreement to open special account for restoration of Chornobyl confinement structure

Ukraine has signed an agreement with partners to open a special account for the restoration of the New Safe Confinement (NSC) structure at the Chornobyl Nuclear Power Plant (NPP).

Details: Shmyhal noted that more than €500 million in total is required. So far, agreements have been reached to mobilise €100 million.

Background:

  • On the night of 13-14 February 2025, Russia carried out a targeted drone strike on the arch of the New Safe Confinement at the Chornobyl NPP. The attack damaged the outer and inner shells of the structure, as well as the equipment of the main crane system.
  • The Assembly of Contributors of the International Cooperation Account will allocate €30 million for initial restoration works on the NSC arch at the Chornobyl NPP, which was damaged by Russia in 2025.
  • Ukraine's Ministry of Finance said in 2025 that restoring the protective shelter over Reactor Unit 4 at Chornobyl could cost more than €100 million.
  • More recently, the Interior Ministry stated that €500 million is needed to repair the Chornobyl sarcophagus.
