Ukrainian Parliament reveals timeline for integration of Ukrainian and EU energy markets

A law on the integration of the energy markets of Ukraine and the European Union, recently signed by President Volodymyr Zelenskyy, will help reduce the electricity deficit.

Quote: "We are becoming part of the large European market: the import procedure is being simplified, so we will import more. Accordingly, electricity deficits will lessen."

Details: Herus stated that in the event of generation problems there will be fewer outages, as a portion of electricity for end consumers will be able to be covered through imports from the EU. He noted that Ukraine can currently purchase electricity from the EU, but only through auctions, involving a search for a seller and complex procedures. The law allows this process to be simplified, accelerated, and automated.

Quote: "From 2028, Ukraine will be able to import electricity the following day as needed. At present there is a time lag: import procedures take up to several days."

Details: Once the law comes into force, the Ukrainian market will also become accessible to European companies, making it easier for producers from EU countries to supply electricity to Ukraine.

"Accordingly, the number of suppliers and offers will grow. With more sellers entering the market, the role, weight, and market power of major players will diminish. Competition in the market always benefits the end consumer," Herus explained.

Herus forecasts that implementation will take place throughout 2026-2027, with the full integration of national markets into a single space and the practical entry into force of the law to follow in 2028.

  • The government approved a decision to hold a tender for the construction of over 1.3 GW of new generating capacity within the framework of Resilience Plans and determined the conditions for its conduct.
  • The government also approved a mechanism for the formation and use of a national reserve of mobile generation – cogeneration units and equipment for autonomous heat and electricity supply.
